Bangladesh is a nation brimming with potential. Yet, the operations of foreign missions, the Ministry of Tourism, and associated institutions tend to be predominantly event-focused instead of results-oriented.

Organizing events, taking photographs, and catering are not enough. It is imperative to contemplate the following pivotal questions:

  • What tangible achievements have we realized?
  • What returns have we derived from our investments?
  • Who is responsible for evaluating these outcomes?

The time has come to adopt a target-driven, measurable system.

Proposed Five Mandatory Objectives

  1. Enhancing BOARD and Tourism
  • Establish an annual target for increasing tourist arrivals for each embassy.
  • Strive for enhanced visibility across international media and digital platforms.
  • Assess the outcomes of the “Visit Bangladesh” campaign meticulously.
  1. Trade and Product Export Development
  • Develop market linkages for Bangladeshi products.
  • Set specific annual targets for sales and trade value.
  • Facilitate connections with local importers and distributors.
  1. Effective B2B Connections
  • Prioritize outcome-driven B2B engagements rather than mere meetings.
  • Aim to secure a defined number of contracts, MoUs, and business results each year.
  • Evaluate the impact of these initiatives on the business community.
  1. Export of Human Resources and Skill Development
  • Cultivate new opportunities abroad for our skilled workforce.
  • Provide industry-specific training and networking opportunities.
  • Establish clear annual employment placement targets.
  1. Performance Evaluation and Reward System
  • Implement annual KPI evaluations for each embassy.
  • Acknowledge and reward top performers to foster a competitive atmosphere.

Budget Utilization Reform

  • Transition from event-centric expenditures to result-oriented budget allocation.
  • Enforce mandatory ROI (Return on Investment) reporting for every expenditure.
  • Emphasize impact-driven spending over superficial showmanship.

Current Challenges

  • Repetitive activities year after year yield minimal innovation.
  • A lack of tangible results hampers progress.
  • Absence of accountability necessitates systemic change rather than individual fixes.

Core Message
While the importance of political relationships cannot be overstated, prioritizing the branding of our nation, fostering economic growth, and advancing human resource development is paramount.

The success of an embassy should be evaluated based on:

  • The number of tourists it attracts.
  • The businesses it nurtures.
  • The employment opportunities it generates.

Personal Experience and Call to Action
With 25 years of international experience, I have discerned that embassies from other nations operate with remarkable focus and efficacy. Since 2001, I have been actively engaged in:

  • Bangladesh branding
  • Tourism promotion
  • International exhibitions

However, with enhanced institutional support, our impact could be significantly amplified.

Final Thoughts
This is not a personal critique; rather, it is an earnest call for national development.

Our focus must shift towards:

  • National interests over political agendas.
  • Collaboration rather than competition.
  • Achieving results instead of merely hosting events.

If we do not embrace change now, our future will inevitably reflect our past. Yet, with strategic planning and unwavering determination, Bangladesh can emerge as a formidable brand on the global stage.

Dalton Zahir is a globally recognised expert in Travel, Tourism, and Hospitality Management, having dedicated himself to this field since 2001.
With an extensive background, he has successfully overseen the pre-opening of more than seven hotels and resorts, achieving exceptional revenue outcomes and maintaining high-performance standards.

His expertise encompasses a wide array of sectors, including Destination Management Companies (DMC), Travel Management Companies (TMC), Event Management Companies (EMC), air ticketing, visa assistance, student consultancy, and recruitment agency consultancy. Dalton has also collaborated with Porto Business School at the University of Porto, concentrating on Global HR Management, Multinational Company Products, and the International Investment & Business Summit.

In leadership roles, he has served as the President of the European Chapter of the International Ecotourism Society and has held esteemed positions within SKAL International Madrid and the PATA New York Chapter.
His contributions to the tourism industry in Bangladesh are noteworthy, having served as Co-Chairman of the Civil Aviation and Tourism Standing Committee of the FBCCI, Director of the Tourism Development Association of Bangladesh, and as a member of various associations, including the Tourism Alliance Society and the photographic Society PSA,BPA.

Dalton is also the Secretary General of the Save the Rivers Bangladesh Society and has acted as an ambassador for Asia for CIFFT, the organiser of the World Tourism Film Award. His diverse talents extend to freelance work as an author, poet, and journalist, with seven published books to his name.
He is the Editor of an international travel news magazine, Travellertimes.net.

With 25 years of multifaceted experience in hotels and resorts—encompassing front office operations, food and beverage, public relations, sales, and marketing—he has also excelled as a tour guide, photographer, and in tourism management and media relations.
Furthermore, he has acted as a global real estate consultant, facilitating the launch of multinational products such as Apple Computers, Motorola Mobile, Fujifilm Digital Cameras, and Philips Mobile in Bangladesh and Nepal.
